ITANAGAR, Oct 31: Some miscreants, who claim themselves to be the Papum Pare Superintendent of Police (SP), are reportedly extorting money from various petrol depots at Khonsa, Roing, Tezu and Itanagar, said Papum Pare SP Nabam Gungte.
While informing that a case has been registered against the miscreants and investigation launched to nab the miscreants, the Papum Pare and Capital SP has appealed to all businessmen not to provide their mobile numbers or give donation to the caller in the name of the SP.
Meet held to check tax evasion
ROING, Oct 31: Lower Dibang Valley Deputy Commissioner Shiv Kumar has directed all the DDOs of the district to strictly adhere to the guidelines of Arunachal Pradesh Goods Tax Act 2005 and to ensure that the payment of VAT for goods and materials procured by the departments are being made to the Tax & Excise Department, Govt. of Arunachal Pradesh. Addressing the DDOs in a meeting in his office chamber today to discuss about the payment of VAT in order to check tax evasion by traders in collusion with officials of various govt. departments, the DC asked them to apply TDS at the time of payment of bills to the contractors/suppliers which is mandatory as per the law.

Donyi Polo Govt. College Week begins
ITANAGAR, Oct 31: The XVII Annual College Day Celebration of Donyi Polo Govt. College (DPGC), Kamki began today.
Parliamentary Secretary Gojen Gadi, who inaugurated the College Week, said that he would convey the chief minister about the memorandum submitted to him. Gadi also assured to sanction three high mast lighting system for the college.
Dr. Rejir Karlo, Principal, highlighted the various problems and academic achievements of the college.
The function was supposed to be attended by Chief Minister Nabam Tuki and JK Pangeng, Parliamentary Secretary. But the helicopter carrying them could not land due to inclement weather, he informed.

ITANAGAR, Oct 31: The All Mengio Students’ Union (AMSU) has urged Papum Pare DDSE to sanction fund for development of all the schools in Mengio and Silsango circles.
Informing about acute shortage of teachers in almost all the schools within the two circles, AMSU in a letter to the DDSE, claimed that many schools were being run by one or two teachers.

CM calls for more cooperation between Assam and Arunachal
ITANAGAR, Oct 31: Chief Minister Nabam Tuki has called for better cooperation between
people of Assam and Arunachal Pradesh, especially amongst those residing along the

Connecting to the people in chaste Assamese, Tuki cited Arunachal Pradesh and Assam as siblings and called for coordination as seen in a family for all developmental projects.
“We are family and therefore our needs and aspirations are interlinked. We have to work and live together as siblings for achieving our common goals, which are peace and progress,” he said.
Tuki pointed out that the region has all the potentials to become a major hub of activities including tourism, he however regretted mushrooming of unions and organizations, which trigger frequent bandh calls, agitations and strikes and ultimately hamper the developmental process.
Without naming any organization, the Chief Minister observed that it is the duty of elders and peers to understand and resolve genuine concerns and demands of agitators. He appealed organizations to discard the practice of agitations and strikes but resolve all issues through dialogues and better communication. “We all have issues….we should help each other to resolve these,” he said.
Taking advantage of the presence of Union Minister Dr Narah – playing the perfect hostess – Tuki thanked the people for electing her to the Parliament that has bore fruits after her coronation as the Union Minister of State for Tribal Affairs.
“With you in the Ministry of Tribal Affairs, our aspirations – as tribals – have grown more. We hope that you will justify the opportunity offered by bringing in developmental projects and schemes for the progress and welfare of the tribal people of the region,” he said.

ITANAGAR, Oct 31: Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma called upon the students of North Eastern Regional Institute of Science and Technology (NERIST), Nirjuli to be innovative, entrepreneur and disciplined.
The Governor, who paid a visit to the institute today, exhorted the students to think in new ways to find solution to existing challenges of society. He said that innovation is not about doing different things but doing things differently. It is about solving the problem with simple technologically feasible and acceptable creative solution.
Advising the students to get rid of colonial mind set of looking for government jobs, Governor said that government jobs are limited and many of jobs are unproductive. You must become entrepreneurs, which is essential for progress of the nation. You must not be job seeker but job creator, Governor emphasized.
Underscoring the importance of discipline amongst the students, Governor said that
discipline leads to respect for each other, which in turn creates peace and harmony
in the campus and in the society. Discipline since early life helps to grow as a
responsible and responsive citizen. He added that discipline will not only help in

The Governor said that inspite of having pool of talents, outstanding faculty and brilliant students, no Indian University is ranked among the top 200 Universities of the world. He exhorted the faculty to improve the quality of education and use technological options available to increase the reach of technical education. He remarked that the delivery of higher education in institutes cannot be allowed to continue in a routine fashion any longer. The administrators and academicians must introduce innovative changes in the institutions. The challenges have to be addressed expeditiously. A culture of excellence has to be promoted by allowing adequate flexibility in different aspects of academic management.
He suggested the faculty to address challenges to region specific such as hydropower, tourism and water resources. He also suggested for focus on earthquake and waste management.
On his maiden visit to the institute, the Governor also took part in a plantation programme and visited different parts of the 512 acres campus of the NERIST.

‘APPSC committed to build better Arunachal’
ITANAGAR, Oct 31: While reacting to the editorial published in 31st October edition of this daily under the headline “APPSC have to streamline recruitment process,” the Arunachal Pradesh Public Service Commission (APPSC) today clarified that Commission is adopting corruption free recruitment process and it is unfair to blame it for the repeated mistakes committed by the candidates.
The APPSC stated that just because they are maintaining stoic silence over numerous allegations, people should not cast doubt on their integrity. “Our task is to ensure that every job aspirant be given fair chance to compete. Also we are following transparent recruitment process and people should appreciate our sincerity. Labeling of baseless allegation without substantial proof hurts the sentiment of all the sincere people at APPSC who are working tirelessly day and night for better Arunachal,” the Commission stated.
Meanwhile, APPSC informed that The Gauhati High Court on 29th October has stayed the order of 23rd October passed in WP(C) No. 408(AP)/2013. In its order Gauhati High Court, Itanagar Permanent Bench on October 23 had directed the Commission to publish the result of 97 candidates who appeared in September 22 preliminary examination conducted by APPSC. These candidates were barred from appearing the examination due to alleged error in filling up of form. The APPSC also informed that Commission is working towards introducing the online application system. “Due to lack of fund at present we are not able to start online application system. However we are hopeful in the near future everything will be on digital format,” stated APPSC.

Public should defy frequent bandh calls by “self-
Dear Editor,
Through your esteemed daily, I would like to express the general feeling of the “aam admi” of this state regarding the infamous bandh culture. No doubt these bandh callers are doing a great social work by checking corruption. They may also rightfully argue that the whole state must also support them in their fight against corruption. However, my questions to the bandh callers are,
• Is calling bandh the only way to get justice?
• What are courts for?
• Did you people ever achieve anything by calling bandh calls in the past?
• Do you people even have people’s support for the cause?
• How many Ministers or Govt. Officers have “resigned” so far due to bandh calls?
My dear bandh callers, you have more than thousand ways of protesting or pressurizing the concerned department or government. You people must mend your way of seeking justice and fighting against corruption. Your intention might be right, but the way you are doing it is slowly but definitely losing public sympathy. By the reactions in reader’s forum of various local newspapers and social networking sites, it is more than clear that public had more than enough of your bandh calls. Defiance of the recent capital bandh call by XYZ organization by the entire public is one of the best examples.

Consumer’s plight be heard
Dear Editor,
Through the column of your esteemed daily, I would like to draw the kind attention of concern authority regarding the problems faced by consumer of the state. It is sad to see that LPG Cylinder is not regularly available throughout the state even in Capital Complex. The consumers do not get LPG Cylinder even after standing in long queue in the issuing office. There is always shortage of cylinder throughout the state despite consumer’s raising hue and cry.
The authority must sort out the problem by monitoring day to day LPG Cylinder delivery system. They must arrange a vehicle for deliver at the door of every consumer at Itanagar in particular and district as a whole. LPG is part and parcel of the consumer be it VIP or ordinary man every consumer require fire for food. The authority should also respect LPG card holder by ensuring that every house having LPG card be provided regular supply. It has come to the knowledge of All Arunachal Pradesh Consumer Association (AAPCA) that at Marina Gas Agency office there is no proper arrangement for consumers. Those standing in queue faces lot of problem both during rainy and sunny days. The present office for ticket booking counter is not appropriate place for consumer. So, the owner of Marina Gas Agency is sincerely requested to shift the present office to other good place for the convenient of consumer. It is hoped that immediate action may be taken before it’s too late.

Stapled Visa issue need logical end

The much anticipated visit of Prime Minister Dr Manmohan Singh to China last week in the backdrop of yet another instance of issuing stapled visa to two archers Miss Maselo Mihu & Miss Yumi Sorang of our state has resulted in a naught. The vexed issue unfortunately didn’t even find a place in the discussion table. It is quite disheartening for someone like me, who had always been very vocal on the issue of Chinese claim over the state of Arunachal Pradesh on the development. The defiance of the communist government to acknowledge the issue clearly reflects its attitude of adamancy on the matter and more pathetic is the union government weak standing on the issue. Mr Prime Minister has utterly failed the people of the state on the visa row. The visit probably his last to the country of Dragon was keenly watched upon by us with much hope and was a great opportunity to correct a historic wrong trusted on the peace loving people of Arunachal Pradesh. It is an act of apathy to the people of this frontier state on his part that inspite of the burning issue surfacing just before his embarking on the said tour not a single word came up defending the legitimate right of the Arunachalee people travelling to china.
The continued silence on the visa row depriving the people of Arunachal mostly comprising of sportsmen, entrepreneurs, students etc etc travelling to China is uncalled for and unwarranted. Now the pertinent question is; if the union government cannot push for a solution on the subject, which has been persistently conjure up by Chinese government at regular interval since the time of denying visa to senior IAS officer Ganesh Koyu in 2007. Why should the people of the state bear the brunt of it without any of its fault? The union government must allow the people of our state travel to China with stapled visa, if it has nothing better to offer our people on the issue. Mere lip service and dilly dallying approach on the matter will alienate and emerge as a major factor for feeling of isolation from the nationalism fervor found abundance in every citizen of Arunachal Pradesh. Diplomacy forsaking the right of its own citizen is no policy, the state government or for that matter the union government at the center of the same congress party needs to arrest the situation. The people of the state and more particularly the youth and the student community have time again demonstrated their undying love for “BHARAT MATA”. Courting arrest of hundreds AAPSU activist at Delhi Chanakyapuri police station on the issue in the year 2011 under my AAPSU presidency, apprising the Hon’ble Prime Minister Dr Man Mohan Singh on the subject are few moments of showcasing our love for motherland. The onus also lies on the public representative sent to Delhi (3 MPs) from the state to reflect the peoples feeling rather than to remain mute under the guise of congress high command. The working of the three Mps from the state on the issue is much desired for. These 3 MP should not be only busy in plotting and planning to bring down their own Congress govt in the state.
