CM calls for more cooperation between Assam and Arunachal

ITANAGAR, Oct 31: Chief Minister Nabam Tuki has called for better cooperation between people of Assam and Arunachal Pradesh, especially amongst those residing along the inter-state boundary, for overall and speedy development of the region. Tuki was addressing a huge gathering of people of Lakhimpur district of Assam today at Boginadi while attending a blood donation camp organized by NGOs North East Socio-Cultural Organization (NESCO) and Jankalyan to commemorate the 29th Death Anniversary of former Prime Minister Indira Gandhi. Both the organizations were founded by Dr Ranee Narah, Union Minister of State for Tribal Affairs, who hails from the area.

Connecting to the people in chaste Assamese, Tuki cited Arunachal Pradesh and Assam as siblings and called for coordination as seen in a family for all developmental projects.

“We are family and therefore our needs and aspirations are interlinked. We have to work and live together as siblings for achieving our common goals, which are peace and progress,” he said.

Tuki pointed out that the region has all the potentials to become a major hub of activities including tourism, he however regretted mushrooming of unions and organizations, which trigger frequent bandh calls, agitations and strikes and ultimately hamper the developmental process.

Without naming any organization, the Chief Minister observed that it is the duty of elders and peers to understand and resolve genuine concerns and demands of agitators. He appealed organizations to discard the practice of agitations and strikes but resolve all issues through dialogues and better communication.  “We all have issues….we should help each other to resolve these,” he said.

Taking advantage of the presence of Union Minister Dr Narah – playing the perfect hostess – Tuki thanked the people for electing her to the Parliament that has bore fruits after her coronation as the Union Minister of State for Tribal Affairs.

“With you in the Ministry of Tribal Affairs, our aspirations – as tribals – have grown more. We hope that you will justify the opportunity offered by bringing in developmental projects and schemes for the progress and welfare of the tribal people of the region,” he said.

He also lauded Dr Narah for her philanthropic services through her NGOs. Wishing on her birthday – which incidentally is today – he expressed hope that besides her political activities she would continue her philanthropic works and bring succor to the needy.

Tuki also hailed the volunteers, who thronged the camp to donate blood, saying donating blood is one of the most pious services to humanity.

“Ek baar blood donate korile…gotey jibonor pap belak ulay jabo (donating blood will wash away all your accumulated sins),” he added to a loud cheer from the people.

Also present on the occasion were Agriculture Minister Setong Sena, Urban Development Minister Rajesh Tacho, Parliamentary Secretary (UD) Padi Richo, APCC Secretary Likha Tongum and others.

Tuki and his colleagues also visited the offices of the Deputy Resident Commissioner (DRC) at Lilabari and interacted with the state government employees posted there. He also inspected the dilapidated Lilabari Circuit House and the Inspection Bungalow at Lakhimpur, which too is in a worn-out condition.

APPSC committed to build better Arunachal’

ITANAGAR, Oct 31: While reacting to the editorial published in 31st October edition of this daily under the headline “APPSC have to streamline recruitment process,” the Arunachal Pradesh Public Service Commission (APPSC) today clarified that Commission is adopting corruption free recruitment process and it is unfair to blame it for the repeated mistakes committed by the candidates.

The APPSC stated that just because they are maintaining stoic silence over numerous allegations, people should not cast doubt on their integrity. “Our task is to ensure that every job aspirant be given fair chance to compete. Also we are following transparent recruitment process and people should appreciate our sincerity. Labeling of baseless allegation without substantial proof hurts the sentiment of all the sincere people at APPSC who are working tirelessly day and night for better Arunachal,” the Commission stated.

Meanwhile, APPSC informed that The Gauhati High Court on 29th October has stayed the order of 23rd October passed in WP(C) No. 408(AP)/2013. In its order Gauhati High Court, Itanagar Permanent Bench on October 23 had directed the Commission to publish the result of 97 candidates who appeared in September 22 preliminary examination conducted by APPSC. These candidates were barred from appearing the examination due to alleged error in filling up of form. The APPSC also informed that Commission is working towards introducing the online application system. “Due to lack of fund at present we are not able to start online application system. However we are hopeful in the near future everything will be on digital format,” stated APPSC.

Speaker to give order after hearing all parties’

ITANAGAR, Oct 31: Reacting to news items published in some local dailies regarding disqualification petitions filed against four MLAs, Arunachal Pradesh Legislative Assembly Secretary has clarified that the Speaker will pass appropriate orders after hearing all the parties.

“After hearing all the parties, the Speaker will pass appropriate orders on merits which will demonstrate whether the claim of merger by the respondent MLAs is valid or not,” the release said.

The clarification has been necessitated due to ‘misinformation’ and ‘assumption’ that the Speaker had already recognized the merger of the NCP MLAs with the Indian National Congress and that once a Petition for Disqualification has been filed, disqualification should entail the MLA concerned as a matter of course, the release said.  “The Speaker, under the Tenth Schedule of the Constitution of India, has two roles: one, a mere administrative role and second, an adjudicatory role. When an MLA gets elected to the House, he files information about his party status in Form III of the Anti-Defection Rules. The speaker, as an administrative authority under the anti-defection law, merely notifies this information in Bulletin Part II of the House. When an MLA changes his party status by joining another party (through merger), he again informs the Speaker about his change of party status through Form III. The Speaker, once again, as an administrative authority, notifies this information of change of party status in Bulletin Part II. The Speaker does not, at the time of notifying the information given by an MLA in Form III, either recognize the merger or reject it.

The anti-defection law read with various judgments of the Supreme Court of India does not authorize the Speaker to recognize or reject a claim of merger by any MLA unless there is a Petition for Disqualification challenging the claim of merger. At no point of time, the Speaker unilaterally accepts or rejects the claim of merger. He hears both parties while adjudicating on a Petition for Disqualification, where the MLA, who is defending his case, takes the claim of merger as a defence against disqualification. If the disqualification petition is dismissed, the claim of merger is upheld. If the petition is upheld, the claim of merger is quashed. Thus, the Speaker does not pass independent unilateral orders recognizing or rejecting claims of merger. He does so only on a Petition for Disqualification when he functions as an adjudicatory authority,” the release added.

Arunachal breeding ground of GenNext Indian sport stars, says MP

Dodum Yangfo

ITANAGAR, Oct 31: A host of Zilla Parishad Chairpersons and members led by Lok Sabha Member Takam Sanjoy in presence of Arunachal State Badminton Association (ASBA) office bearers felicitated the Arunachalee medal winners of the 17th North East Open Badminton Championship that concluded here on Saturday.

The medalists included Laa Talar (men single’s - gold; U19 boy single’s and double’s gold & U19 team champion gold), his sister Laa Yajum (junior single’s silver; women single’s bronze medalist), Jokom Ribya (U19 boy double’s gold; U19 team champion gold), Nabam Yapu, Taring Yania (junior girls double’s 1 bronze), Pinky Karki (individual junior girls women’s double’s 2 bronze), Gieta Karki (individual women’s double’s bronze medalist) and Akshya Raito (19 team champion gold).

Sanjoy after giving away Rs 75,000 to Talar and Rs 40,000 to medal winning girl shuttlers in recognition of their achievement said that weightlifters andshuttlers of the state had been performing very well at national and international level competitions because of the support of their parents. The society should stand by them and the Government extend all support for further improvement of their performance, he said. With young Talar turning the torchbearer of sports sector, Arunachal Pradesh would prove to be the breeding ground of GenNext Indian players in all sports, including football, archery, karate, taekwondo, wushu, etc, the MP proposed to move Chief Minister Nabam Tuki for absorbing Talar in a GoAP job, may be as a police sub-inspector (like appointment of Olympic Silver medal winner Mary Kom as ASP by Manipur government), for him to not face financial crunch and play with full devotion to win more laurels, to the applause of the gathering.

Pointing out that West Siang has huge soccer talents, Sanjoy, who is also president of Arunachal Pradesh Football Association, said that two international coaches of Reading Football Club would be in the state soon for six months on a talent hunt mission throughout the state

In appreciation of ASBA’s consistent efforts since its formation in 1994, the MP announced a grant of Rs 5 lakh from his MPLAD fund for renovation of the Raj Bhawan badminton stadium.

Interestingly, though Arunachal organized the regional championship for the third time and foreign coaches confirmed state’s huge badminton potential, Arunachal is yet to have infrastructures (six badminton courts at one place) to conduct a national event.

“Without any coach the fathers, guardians and local coaches only facilitated the state badminton players to prove their mettle at national and international level. If international coaches could be engaged our players who have put Arunachal in global badminton map could rise much higher in their ratings,’ said ASBA honorary secretary and WRD secretary Gaken Ete.

“The flexible body of Arunachalees, their stamina, and state’s climatic condition is best suited to produce world class badminton players”, he said with confidence and urged the panchayat leaders to encourage the game by constructing courts and conducting badminton tourneys at all levels. The medal winners would be representing the NE at national events at Chandigarh soon while Talar is already a national player, he informed.

Ete also announced that ASBA would also conduct Dorjee Khandu Badminton championship and Governor’s Badminton championship.

“Parents should realize that sports could be rewarding careers other than doctor or engineer or officer as has been proved by the state players,” said ASBA joint secretary and CM's political secretary Bamang Tago, adding the GoAP has reserved 10% jobs in police department for sports persons. Talar’s father Laa Ribee, Arunachal team coach Tomar Angu and manager Mudu Ado, among others, were present on the occasion.

Public should defy frequent bandh calls by “self-declared leaders”

Dear Editor,

Through your esteemed daily, I would like to express the general feeling of the “aam admi” of this state regarding the infamous bandh culture. No doubt these bandh callers are doing a great social work by checking corruption. They may also rightfully argue that the whole state must also support them in their fight against corruption. However, my questions to the bandh callers are,

• Is calling bandh the only way to get justice?

• What are courts for?

• Did you people ever achieve anything by calling bandh calls in the past?

• Do you people even have people’s support for the cause?

• How many Ministers or Govt. Officers have “resigned” so far due to bandh calls?

My dear bandh callers, you have more than thousand ways of protesting or pressurizing the concerned department or government. You people must mend your way of seeking justice and fighting against corruption. Your intention might be right, but the way you are doing it is slowly but definitely losing public sympathy. By the reactions in reader’s forum of various local newspapers and social networking sites, it is more than clear that public had more than enough of your bandh calls. Defiance of the recent capital bandh call by XYZ organization by the entire public is one of the best examples.

I would like to appeal the entire people of the state, especially the twin capital city (as it is worst hit by frequent bandh calls) to defy frequent bandh calls by “self-declared leaders” of various XYZ organizations by coming out whole heartedly with your two, three or whatever wheelers you own during such band calls. Never mind if it gets damaged, as the damages will be re-paid by the so called “leaders” of the bandh calling organization/association.

Yours,

Tai Dora

Dear Editor,

Through the column of your esteemed daily, I would like to draw the kind attention of concern authority regarding the problems faced by consumer of the state. It is sad to see that LPG Cylinder is not regularly available throughout the state even in Capital Complex. The consumers do not get LPG Cylinder even after standing in long queue in the issuing office. There is always shortage of cylinder throughout the state despite consumer’s raising hue and cry.

The authority must sort out the problem by monitoring day to day LPG Cylinder delivery system. They must arrange a vehicle for deliver at the door of every consumer at Itanagar in particular and district as a whole. LPG is part and parcel of the consumer be it VIP or ordinary man every consumer require fire for food. The authority should also respect LPG card holder by ensuring that every house having LPG card be provided regular supply. It has come to the knowledge of All Arunachal Pradesh Consumer Association (AAPCA) that at Marina Gas Agency office there is no proper arrangement for consumers. Those standing in queue faces lot of problem both during rainy and sunny days. The present office for ticket booking counter is not appropriate place for consumer. Website is not working

Dear Editor,

Through Column of your  esteemed daily, I on behalf of students of Dera Natung Government College Itanagar Arunachal Pradesh would like to draw attention of concerned authority of education Department Govt. of Arunachal Pradesh towards the burning problem faced by entire students of Arunachal Pradesh. The website for filling online stipend does not work properly. I have been trying to fill up my form in online since 26th Oct onwards but it shows error in connection. Every day I go to Cyber Cafe and ask “stipend ka website khul-raha hai kya” but the answer is same “nahi work kar raha hai.” If it continuous like this till the last date, what we have to do.? In this website to fill up the form first we have to register ourselves. Suppose if we forget the password there is no way to recover it and we have no choice but to re- register inorder to create new account. In DNG College the stipend form was almost submitted by all the students. What the government will do with those documents? I think this is wastage of our documents, time & money if the form submitted by us is meaningless.

Yours,

Daved Hillang Jadish

Justice delayed is justice denied

Dear Editor,

At the outset, we would like to make things very clear to our media friends that the picture portrayed by Karikho Kri, MLA Tezu regarding the recent incident that took place at Tezu on the night of 27-10-2013 is completely false, fabricated, and fictitious. Though the statement given by him might has served as a fodder to feed the mind and please the ears of innocent citizens of the state who are not well versed or acquainted with his belligerent personality. The fact of the matter is that on that fateful night he and his relatives were seen by many eye-witnesses actively participating in the crime. Now, he cannot under any circumstances deny or disprove his involvement. There are many eye-witnesses who are ready to substantiate and testify his involvement and nullify his absurd claim.

It is also to inform that the complaint of Kuling Chaitom regarding the physical assault by the Tezu MLA in the police station has not yet been registered by the police despite the complaint being received by the OC, PS Tezu on 01-10-2013. He and his relatives in a well planned manner armed with deadly and lethal weapons attacked our houses on September 27 nights.

The incident of 27-09-2013 has happened only because of the direct involvement of MLA Tezu in the internal matters of the AMSU. It is completely misleading that there was internal rift in the union. The fact of the matter is that there was no any internal rift or differences in the union. Everything was going on smoothly till the direct interference by outsiders.

We want to make it clear that we never discuss the internal matters of AMSU with any political leaders as AMSU is a pressure group and we maintain distance from the political leaders. Sadly, despite the prima-facie evidences against him he is maliciously and unnecessarily dragging other prominent public and state leaders including the Chief Minister. Since, all the evidences and proofs are against him, the question of involvement of other leaders in the incident does not arise at all. Instead of dragging other leaders he should be opened for independent judicial enquiry.

After the incident our spouses have visited Chief Secretary, DGP, IGP, and Women Commission and placed the grievances and plight before them and demanded independent judicial enquiry of the case and early arrest of all the culprits. It was also informed to the government regarding non-cooperation of the district police especially by Tumme Amo SP, Tezu and SI, CB Rai as the complain of Kuling Chaitom was not registered by the police.

We came to capital once again to appeal the state government to constitute independent judicial enquiry and to expedite the investigation in the case. We demand that all the culprits irrespective of their position should be booked and punished under appropriate provision of the penal law. And, also appeal the government to direct the police to register the complaint lodged by Kuling Chaitom on 01-10-2013 and complaint of Bisen Halai. If our demands are not met or fulfilled we would be compelled to start democratic movement or seek legal remedies by approaching High Court or Supreme Court or any other forums like National Human Right Commission.

Laa Talar need support and help

Dear Editor,

I, on behalf of the people of Laa village under Puchi-Geko Circle of Upper Subansiri district bring the following points and request for kind publication in your esteemed daily. Prominent young badminton player Laa Tallar hails from remote and economically backward locality of Laa village under Puchi-Geko Circle. He has won gold medals in the men’s open and U-19 boys’ singles’ categories in the recently concluded NE Zone Inter State Badminton Championship. He is the first youth of our community to bring laurel for the State of Arunachal Pradesh in the field of badminton and we should encourage & extend moral support to him for further success in future tournament. He is now practicing at Bangalore to participate in upcoming tournament being held at Singapore during December, 2013. Laa Talar belongs to middle class family, who is unable to bear the whole expenditure to participate in the international tournament being held at Singapore. I appeal to the 25- ST Raga MLA as well as State govt, to extend all possible financial support so that he can participate in the aforesaid tournament without any hindrances. Till date, no financial assistance has been provided in his favour either from local MLA or State govt. All expenditure relating to his sports training, participation in tournament etc. is being bore by his parents. I also sincerely appeal NES and ANSU to extend moral support and also exert pressure on state govt, to grant financial assistance to Talar so that he can take part in the international tournament being held at Singapore in the month of December 201 3.

Yours,

Talam Laa

Stapled Visa issue need logical end

Dear Editor,

The much anticipated visit of Prime Minister Dr Manmohan Singh to China last week in the backdrop of yet another instance of issuing stapled visa to two archers Miss Maselo Mihu & Miss Yumi Sorang of our state has resulted in a naught.  The vexed issue unfortunately didn’t even find a place in the discussion table. It is quite disheartening for someone like me, who had always been very vocal on the issue of Chinese claim over the state of Arunachal Pradesh on the development. The defiance of the communist government to acknowledge the issue clearly reflects its attitude of adamancy on the matter and more pathetic is the union government weak standing on the issue. Mr Prime Minister has utterly failed the people of the state on the visa row. The visit probably his last to the country of Dragon was keenly watched upon by us with much hope and was a great opportunity to correct a historic wrong trusted on the peace loving people of Arunachal Pradesh. It is an act of apathy to the people of this frontier state on his part that inspite of the burning issue surfacing just before his embarking on the said tour not a single word came up defending the legitimate right of the Arunachalee people  travelling to china.

The continued silence on the visa row depriving the people of Arunachal mostly comprising of sportsmen, entrepreneurs, students etc etc travelling to China is uncalled for and unwarranted. Now the pertinent question is; if the union government cannot push for a solution on the subject, which has been persistently conjure up by Chinese government at regular interval since the time of denying visa to senior IAS officer Ganesh Koyu in 2007. Why should the people of the state bear the brunt of it without any of its fault? The union government must allow the people of our state travel to China with stapled visa, if it has nothing better to offer our people on the issue. Mere lip service and dilly dallying approach on the matter will alienate and emerge as a major factor for feeling of isolation from the nationalism fervor found abundance in every citizen of Arunachal Pradesh. Diplomacy forsaking the right of its own citizen is no policy, the state government or for that matter the union government at the center of the same congress party needs to arrest the situation. The people of the state and more particularly the youth and the student community have time again demonstrated their undying love for “BHARAT MATA”. Courting arrest of hundreds AAPSU activist at Delhi Chanakyapuri police station on the issue in the year 2011 under my AAPSU presidency, apprising the Hon’ble Prime Minister Dr Man Mohan Singh on the subject  are few moments of showcasing our love for motherland. The onus also lies on the public representative sent to Delhi (3 MPs) from the state to reflect the peoples feeling rather than to remain mute under the guise of congress high command. The working of the three Mps from the state on the issue is much desired for. These 3 MP should not be only busy in plotting and planning to bring down their own Congress govt in the state.

Yours,

Who are to be blamed?

The news about suspected multi-crore real estate scandal involving the Arunachal Pradesh government which came to light has shocked everyone. The state govt authorities allegedly allowed a private developer to commercially exploit the land leased to it by Maharashtra at subsidised rates to set up a state guest house-cum-emporium. A 26,375-sq ft prime plot near the Vashi railway station in Navi Mumbai was allotted to the Arunachal government at Rs 372 per sq ft in August 1994, and the 90-year lease agreement was signed in August 1997.

It has been found that barely 10 per cent of the built-up space has been set aside for the guest house-cum-emporium, with the rest diverted to a Navi Mumbai-based developer, US Roofs (USR) Ltd, in violation of lease conditions.  USR, in turn, entered into a formal 60:40 profit-sharing arrangement with another prominent Navi Mumbai developer, Akshar, for the project. The people of state who travels to Mumbai for various work have long felt the need of an Arunachal Bhawan. Especially the students and those travelling for medical ground have been demanding for construction of Bhawan. It is quite shocking to know that land meant for construction of Bhawan has been diverted to private developer. Who are to be blamed for this? State govt should order an enquiry into the matter and find out the truth.
